The incumbent practices as a Clinical Nurse Manager (CNM) and is the designated Chief of Sterile Processing Service (SPS) including overseeing Reusable Medical Equipment (RME) for the entire facility. The CNM will also manage nursing portion of , managing the Ear, Nose and Throat Clinic within surgical services and is the designated Chief of the Sterile Processing Service (SPS) with 24 hour coverage. This is a temporary promotion opportunity not-to-exceed 120 days. The detail may be extended in 120-day increments up to 1 year. Position reports to the Associate Director of Patient Care Services (PCS) utilizing their clinical knowledge for staff responsibility for the organization and management of the SPS, exercising supervisory authority over the Assistant Chief, Supervisor, Team Leads and Medical Supply Tech as well as managing the nursing staff of the ENT clinic and the clinical oversight of non critical RME through the RME coordinator which is a nurse. The CNM serves as a technical and program advisor and consultant to management including RME oversight. the reprocessing of critical, semi-critical, and non-critical RME. Duties include: Developing and implementing internal policies as the Medical Center expert in sterile processing procedures. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Gives advice, counsel, or instruction to supervisors and employees on both work and administrative matters. Serves as the Hiring official for positions in the service; recommends appointment, promotion, or reassignment to such positions. Hears and resolves complaints from employees supervised directly. Group grievances and more serious unresolved complaints of those supervised directly arc referred to higher level supervisor. Responsible for ensuring all staff are trained and competent to perform duties and arranges through subordinates Level One training lo all SPS employees. Works in collaboration with SPS Educator to maintain detailed in-service training program to ensure staff receives the minimum continuing education units to maintain certification or competency. Finds ways to improve production or increase the quality of the work directed. Use supervisors to direct, coordinate and oversee work. Exercise significant responsibility in dealing with service chiefs of other departments and in advising management officials of high rank. Finds and implements ways lo eliminate or reduce significant bottlenecks and barriers to production, promotes team building, and improves business practices. Responsible for the efficient and effective organizational structure of the section. Manages and oversees complex program areas, each of which requires full understanding of an extensive body of rules, regulations, and program guidelines. Incumbent is subject to program reviews, investigations and audits by VHA. TJC. OIG, political appointees, patient reps, and service organizations. Incumbent works cooperatively with Surgical Service and Patient Care Clinics to establish shared goals that make for a success for the delivery system used within the Medical Center. Incumbent must develop and coordinate surgical tray layouts and ensure training and certification of personnel in reprocessing RME which may include high level disinfection (HLD), decontamination, and sterilization for surgical use. . Responsible for managing the collection and receipt of all soiled instrumentation, critical and semi-critical equipment from throughout the John D. Dingell VAMC. This section is also responsible for processing RME through the decontamination system and maintaining all applicable manufacturers cleaning instructions. Responsible for directing and managing cleaning, high level disinfection activities for endoscopes, probes, and other equipment per month utilii.ed for the ENT, GI, Bronchoscopy, GU, Radiology, Ophthalmology, Dental and Anesthesia Department across the facilities. . As Chief, SPS, he/she is responsible for directing and managing the identification, assembly and sterilization of over 65000 instruments and trays for surgical and clinic procedures across the facilities. The incumbent ensures all staff are trained and evaluated for competency in assembling these complex instrument trays and operation of highly technical equipment.
